ICAN Endorses Robert Sprague for Ohio Secretary of State

The Israeli-American Civic Action Network (ICAN) endorses Ohio Treasurer Robert Sprague for Ohio Secretary of State, citing his sustained support for the U.S.–Israel alliance, his record of investing in Israel Bonds, and his opposition to discriminatory efforts to isolate Israel.

On October 11, 2023, four days after Hamas’s terrorist attack on Israel, Sprague announced plans for an additional $20 million purchase of Israel Bonds. His message was direct: “Now is the time to stand with Israel.” The five-year bonds carried a 5.74 percent interest rate, pairing financial support for Israel with an interest-bearing investment for Ohio.

That action was part of a sustained record. By May 2024, the Ohio Treasurer’s Office reported $357.5 million in cumulative Israel Bonds purchases since Sprague took office in 2019. The state’s latest monthly portfolio report lists $262.5 million in Israel Bonds holdings as of August 31, 2026.

Sprague’s support also extends to legislation and national leadership. As a state representative, he co-sponsored House Bill 476, enacted in 2016, which established anti-boycott requirements for state contracts and increased the permitted share of certain public funds invested in qualifying foreign debt from 1 percent to 2 percent. The change expanded the capacity to invest in Israel Bonds. In December 2023, Israel Bonds identified Sprague as the first general chair of its Government, Industry, and Financial Services Leadership Group, established to strengthen relationships with government, corporate, and institutional investors.

Ohio’s secretary of state oversees elections and provides essential business services. ICAN believes those responsibilities demand sound administration, accountability, and equal treatment for every eligible voter and business. Sprague’s record as treasurer gives ICAN confidence in the judgment and resolve he would bring to that office.
