On November 20, 2024, the Senate voted overwhelmingly against three resolutions introduced by Senator Bernie Sanders (I-VT) that sought to block the transfer of U.S. weapons to Israel, including tank rounds, mortar rounds, and Joint Direct Attack Munitions (JDAM) kits.
The Senate's action underscores the enduring bipartisan commitment to Israel's security and the strategic partnership between the United States and Israel. This decision aligns with the longstanding U.S. policy of supporting Israel's right to self-defense amid regional threats.
The three resolutions addressed proposed transfers of tank rounds, mortar shells, and guidance systems for precision bombs, commonly known as Joint Direct Attack Munitions (JDAMs). Among those supporting all three measures were Senators Martin Heinrich (D-NM), Mazie Hirono (D-HI), Tim Kaine (D-VA), Angus King (I-ME), Ed Markey (D-MA), Jeff Merkley (D-OR), Bernie Sanders (I-VT), Brian Schatz (D-HI), Tina Smith (D-MN), Elizabeth Warren (D-MA), Peter Welch (D-VT), Dick Durbin (D-IL), Chris Van Hollen (D-MD), Jeanne Shaheen (D-NH), Ben Ray Luján (D-NM), Raphael Warnock (D-GA), and Chris Murphy (D-CT).
Senator Jon Ossoff (D-GA) supported two resolutions related to tank rounds and mortar shells but opposed the measure concerning JDAM guidance kits. Newly appointed Senator George Helmy (D-NJ) backed the resolution on mortar shells while voting against the other two. Senator Tammy Baldwin (D-WI), fresh off a narrow reelection victory, chose to vote "present" on all three measures.
However, the overwhelming majority recognized the importance of maintaining robust defense cooperation with Israel.
ICAN acknowledges the Biden administration's opposition to the resolutions, emphasizing the necessity of investing in Israel's security against regional threats.
This stance reinforces the administration's commitment to a strong U.S.-Israel alliance.
In light of ongoing regional tensions and the activities of Iran and its proxies, including Hezbollah, which has amassed at least 130,000 rockets and missiles,
it is imperative to support Israel's defense capabilities. The Senate's decision reflects a clear understanding of these security dynamics and the importance of a steadfast partnership with Israel.
