The Israeli-American Civic Action Network (ICAN) strongly endorses Senator Ted Cruz’s forthcoming Muslim Brotherhood Terrorist Designation Act and calls on Congress to move the bill to the President’s desk without delay.
“The Muslim Brotherhood’s century-old project of incitement and violence endangers Israelis and Americans,” said Robert Mayer, ICAN National Co-Chair. “Here at home we have seen its fingerprints on the Holy Land Foundation charity that was convicted of channeling millions to Hamas, on the Muslim American Society youth event in Philadelphia where children were filmed praising jihad and martyrdom, and most recently on the suspect who fire-bombed a pro-Israel rally in Boulder calling for the release of Israeli hostages while posting Muslim Brotherhood slogans. Congress must use the same terrorism standards it applied to Hamas in 1997 and pass Senator Cruz’s bill to shut down the Brotherhood’s American funding pipelines, protect our communities, and send an unmistakable message that America stands with its regional partners against extremism.”

By aligning U.S. law with the hard-learned lessons of our allies who already outlaw the Brotherhood, Congress will strengthen global counter-terror efforts and protect American communities,” said John Mirisch, ICAN Chief Policy Officer.
Examples of the Muslim Brotherhood’s harmful impact in the United States include:
• The Holy Land Foundation case – Once the largest Islamic charity in the U.S., the foundation was convicted in 2008 for funneling over $12 million to Hamas, a designated terrorist organization (U.S. v. Holy Land Foundation, N.D. Tex., 2008).
• Muslim American Society youth events – In 2019, children at a MAS Philadelphia event were recorded chanting about beheading enemies and sacrificing themselves for Jerusalem, echoing Brotherhood-style indoctrination (Associated Press, May 4 2019).
• U.S.-based Brotherhood affiliates – Organizations with historic ties to the Brotherhood, including CAIR and ISNA, have been named unindicted co-conspirators in terror finance investigations and have worked to normalize anti-Israel rhetoric under the guise of civil rights advocacy (U.S. DOJ, Holy Land Foundation trial documents).
• Recent violence inspired by Brotherhood narratives – The suspect in the June 2025 Boulder firebomb attack on a pro-Israel hostage solidarity rally had posted Muslim Brotherhood slogans and imagery online (New York Post, June 3 2025).
• Campus radicalization – Brotherhood-linked ideologies continue to influence U.S. student groups like SJP that demonize Israel, normalize political violence, and intimidate Jewish students under banners like “resistance” and “liberation.”
When enacted, the Muslim Brotherhood Terrorist Designation Act would freeze Brotherhood-linked assets, impose visa bans, and expose anyone providing “material support” to felony prosecution under 18 U.S.C. §2339B—proven tools used against Al-Qaeda, ISIS, and Hezbollah.
