Reading the record
A useful assessment asks what happened, how closely it relates to an issue, and what the available evidence can actually support.
Connect a record to the policy question at hand. A statement about one issue cannot stand in for a position on every part of ICAN’s agenda.
Consider the role of the official, the timing of the record and the significance of the action. A consequential vote and a passing remark do not carry the same weight.
Read an assessment alongside its evidence and context. A missing or incomplete record is a reason to investigate further, not a neutral score.
The seven point scale
The Index interprets evidence on a scale from −3 to +3. Select a point to see how to read it. The examples below explain the scale; they are not scores for an actual official.
How it works
The Index is designed to make a complicated public record easier to read. Evidence is considered in relation to the issue, the official’s role, the timing and the quality of its source.
