Intelligence / ICAN Index™

Know where leaders stand.

The ICAN Index brings public records into focus so our community can understand the decisions, statements and political context shaping the U.S.–Israel alliance and the fight against antisemitism.

About the Index

A fuller picture of the public record.

A vote matters. So does the work that leads to it. The Index examines more than a single roll call to help explain where a public official stands on issues central to ICAN's mission.

01

Decisions

Votes, legislation and other official actions show what a leader has done with public authority.

02

Public positions

Statements and endorsements can reveal a position before there is a recorded vote.

03

Political context

Public campaign finance and related records help place a decision in its wider political setting.

Reading the record

The details change the meaning.

A useful assessment asks what happened, how closely it relates to an issue, and what the available evidence can actually support.

01 / Relevance

Start with the issue.

Connect a record to the policy question at hand. A statement about one issue cannot stand in for a position on every part of ICAN’s agenda.

02 / Weight

Distinguish words from action.

Consider the role of the official, the timing of the record and the significance of the action. A consequential vote and a passing remark do not carry the same weight.

03 / Confidence

Keep the source in view.

Read an assessment alongside its evidence and context. A missing or incomplete record is a reason to investigate further, not a neutral score.

The seven point scale

One scale. More context.

The Index interprets evidence on a scale from −3 to +3. Select a point to see how to read it. The examples below explain the scale; they are not scores for an actual official.

How it works

Evidence before the headline.

The Index is designed to make a complicated public record easier to read. Evidence is considered in relation to the issue, the official’s role, the timing and the quality of its source.

A pattern across several records may tell more than a single moment. The seven-point scale makes an assessment legible, while the underlying records explain why it was reached.

Intelligence into action

Know the record. Choose the response.

Political intelligence guides ICAN’s state and local work: which issues need attention, where to organize, and how to make a specific case to decision-makers.

01

Understand

Trace the public record and the positions behind a policy decision.

02

Explain

Turn documented context into briefings people can use.

03

Act

Connect that understanding to relevant advocacy and civic action.
