ICAN Statement on President Trump’s Comprehensive Plan to End the Gaza Conflict
Today, President Donald J. Trump and Israeli Prime Minister Benjamin Netanyahu met at the White House to advance a comprehensive 20-point peace plan aimed at ending the two-year conflict in Gaza. The plan, formally released by the White House ahead of their meeting, represents the culmination of intensive diplomatic engagement that began during the United Nations General Assembly last week, where President Trump presented the framework to leaders from Saudi Arabia, Qatar, the United Arab Emirates, Egypt, Jordan, Turkey, Indonesia, and Pakistan.
The Israeli-American Civic Action Network (ICAN) strongly supports President Trump’s comprehensive plan to end the Gaza conflict. This framework represents the most serious, detailed, and achievable pathway to peace that has been proposed since the October 7, 2023 terrorist attacks that ignited this devastating war.
The plan calls for an immediate cessation of hostilities upon acceptance, with all Israeli hostages—both living and deceased—to be returned within 72 hours of Israel’s public acceptance of the agreement. If Hamas refuses to accept the plan, implementation will still move forward in the areas of Gaza cleared of Hamas control. These “terror-free zones” will be placed under international and Israeli oversight, where humanitarian aid will flow without interference and reconstruction will begin immediately.
In addition, the President stated clearly, if Hamas rejects the deal, Israel would have his complete support to finish the job of destroying Hamas as a military threat. The time for Hamas’s obstruction and maximalist demands has ended.
The Trump plan addresses the full spectrum of challenges facing the region: immediate hostage release, humanitarian relief, sustainable security arrangements, economic reconstruction, and a pathway toward lasting peace. Regional leaders have expressed strong support for the initiative, with seven Arab and Muslim countries issuing a joint statement reaffirming their commitment to cooperate with President Trump’s leadership to end the war and open horizons for a just and lasting peace.
The plan’s immediate focus on hostage release reflects the correct moral priority. Twenty Israeli hostages remain in captivity, along with the remains of more than two dozen victims. Their return within 72 hours of acceptance must be the cornerstone of any agreement. Their families have waited in anguish for nearly two years. No sustainable peace can be built while these hostages remain in Hamas captivity.
ICAN commends the plan’s uncompromising stance on deradicalization and demilitarization. The framework mandates that Hamas will have no role in Gaza’s governance, directly or indirectly, and requires the destruction of all military, terror, and offensive infrastructure, including tunnels and weapon production facilities. This is not a ceasefire; it is a fundamental restructuring that addresses the root cause of the conflict—the presence of a terrorist organization committed to Israel’s destruction operating on its border.
The establishment of an International Stabilization Force (ISF) to train vetted Palestinian police forces, working in consultation with Jordan and Egypt, provides a credible security architecture. The requirement for regional partners to guarantee that Hamas complies with its obligations and that Gaza poses no threat to its neighbors creates accountability mechanisms that previous agreements lacked. Israel’s security cannot be negotiable, and this plan recognizes that reality.
The plan’s vision for Gaza’s economic transformation is both ambitious and necessary. A special economic zone with preferred tariff and access rates, coupled with a Trump economic development plan drawing on experts who have built thriving modern cities in the Middle East, offers genuine hope for Gaza’s two million residents who have suffered tremendously.
The plan calls for the establishment of a technocratic, apolitical Palestinian committee to deliver day-to-day public services, overseen by an international “Board of Peace” chaired by President Trump and including Former Prime Minister Tony Blair, provides professional governance free from the corruption and extremism that has plagued Gaza for nearly two decades.
President Trump’s comprehensive plan to end the Gaza conflict represents the most serious diplomatic effort to achieve sustainable peace in the region since the Abraham Accords. It prioritizes the immediate return of hostages while creating long-term structures for prosperity and peaceful coexistence. It demands Hamas’s removal from power while offering individual Hamas members a pathway out of terrorism. It commits to massive reconstruction while ensuring that resources serve the people of Gaza rather than military infrastructure.
Most importantly, this plan is achievable. It has secured preliminary support from key regional actors. It provides clear implementation mechanisms with international oversight. It creates incentives for compliance and consequences for obstruction. It recognizes the complexity of the challenges while offering practical solutions.
